PSI seeks entrepreneurial, results-driven candidates for the position of Deputy Country Representative (DCR) in South Sudan. PSI/South Sudan works in the HIV/AIDS, reproductive health, malaria, child survival and WASH sectors, marketing a range of health products alongside communications campaigns to promote the adoption of healthy behaviors. The Deputy Country Representative will be responsible for overseeing the development and implementation of all programmatic activities. This position is based in Juba and reports to the PSI South Sudan Country Representative. The expected start date is mid-June. This position is contingent on funding and is anticipated to be a 2 year posting.
RESPONSIBILITIES: Include, but not limited to:
• Employ innovative approaches to achieve health impact, direct HIV Prevention, WASH, Malaria and Child Survival and Women’s Health departments in the planning and implementation of all programmatic activities in accordance with logframes, donor deliverables and platform strategic plans;
• Guide Marketing TA and the overall marketing planning for all programmatic areas including standardization of Delta-inspired marketing processes such that all departments improve their ability to identify, anticipate, monitor/track and satisfy consumer needs effectively and equitably – to be done in collaboration with other operational departments – research, communications, distribution and health services;
• Plan, implement and monitor programmatic budgets for all programs in collaboration with departmental managers, the Director of Admin and Finance and with guidance from CR;
• Manage and mentor program technical advisors, communications technical advisor and research and M&E technical advisor;
• In collaboration with CR, ensure continued strong relations with donor, government, NGO, and commercial entities – to include fundraising efforts (especially the technical development of proposals);
• Quality assurance of all internal and external reporting in English; and
• Lead organization in the implementation and monitoring of its strategic plan with particular emphasis on the integration of programmatic activities at the service delivery and community levels.
QUALIFICATIONS:
• Significant programmatic and managerial experience in one or more of the following areas: reproductive health/family planning, malaria and child survival, HIV/STI prevention;
• Demonstrated experience in developing and implementing evidence-based marketing plans and behavior change communication;
• At least five years work experience in a developing country;
• Relevant post-graduate degree (MPH, MBA, MIA, etc.) or equivalent experience;
• Knowledge of international development and health issues;
• Familiarity and experience in dealing with the international donor community – particularly USAID and Global Fund;
• Proven ability to mentor and develop staff;
• Excellent writing and presentation skills
• Fluency in English a must;
The successful candidate will be a creative, innovative and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills; a strong interest in private sector approaches to development; and a proven ability to produce results and meet objectives under difficult circumstances.
